The Kansas Secretary of State printed Senate Bill 55 as Chapter 32 of the 2026 Session Laws. The act concerns property and casualty insurance, including an assignment of benefits, sometimes called AOB. It is not a new way to price a shingle. The statute book is where the session law is published.

What changes

New Section 1 says a person shall not solicit or accept an assignment, in whole or in part, of any post-loss insurance benefit under a residential property insurance policy. An assignment agreement is against public policy and is null and void.

The ban does not apply to an assignment granted to a federally insured financial institution, a mortgagee, or a later purchaser of the property. It also does not apply to liability coverage. A violation is an unfair method of competition and an unfair or deceptive act or practice.

The legislature bill page titles the act as prohibiting the assignment of benefits under certain property and casualty insurance contracts. Section 4 says the act takes effect after publication in the statute book.

Who it affects

This is for people who hire roof or other residential repair work in Kansas after a loss and are asked to sign an assignment. Under K.S.A. 50-6,123, a roofing contractor in Kansas still needs a valid registration certificate. That registration rule did not go away.

It does not change what a homeowners policy pays for hail. Does homeowners insurance cover hail damage to a roof? is still the insurance page.

What you still owe or still need to do

A void assignment still does not replace a city permit. Ask whether the job needs a local roofing permit. Hail or wind hit the roof. Do this before anyone tears shingles. is the same order.

What to do now

Senate Bill 55 makes a post-loss assignment void, and you can hire a roofer under a written work contract without assigning the claim. A roofer at the door after hail? Ask these questions before you hire. is the rest of that checklist. Can I sign the hail claim over to a roofer? compares Kansas with Nebraska and Texas.
